The Inventory of Existing Cosmetics Ingredients in China (IECIC) was first published in 2014 and last updated in 2015. Ingredients used in cosmetics in China had to be on the IECIC. The list was updated by the National Institute of Food and Drug Control (NIFDC) on January 21, 2021 with a comment period lasting until February 18, 2021.
Changes include:
- An increase in the number of ingredients cosmetics manufacturers are now able to use from 8783 to 8980
- Inclusion of restricted ingredients, preservatives, sunscreen agents, colorants, and hair dyes
- Maximum historic recorded concentrations for rinse-off and leave-on products
The IECIC list will probably have revisions based on comments, and a cleansing of materials that should be removed from the list.
It is advised that new formulations should use substances that are on the list. An alternative for materials which do not appear in the IECIC list is to follow the “Provisions for Management of New Cosmetic Ingredient Registration and Notification Dossiers”.
