The European Union’s Current Regulation 2018/35 establishes that Cyclopentasiloxane (D5) and Cyclotetrasiloxane (D4) are allowed in wash-off cosmetic products up to 0.1% as of January 31, 2020.
This does not currently apply to leave-on formulas, however, ECHA plans to extend this restriction to leave-on products as well and has added it to the Candidate List of Substances of Very High Concern (SVHC). It is expected to have a maximum 0.1 % threshold level for leave-on products in the EU.
The date this will go into effect has not been announced, is expected soon. We anticipate there will probably be a 5 year adjustment period from when it eventually does take effect.
Cosmetics companies and manufacturers are encouraged to evaluate their formulas for cyclic siloxane concentrations and develop a plan for reformulating, if needed.
